NEW ORLEANS LOCAL LEAGUE REGULATIONS
For USTA League Tennis
Adult, Senior, Mixed Doubles, and Super Senior Divisions
League Year 2007 (December 16, 2006) Revised 9/04/2007
The USTA League Tennis
National, Southern, Louisiana, and New Orleans Regulations have full force
and applicability at all levels of play in USTA League Tennis in New
Orleans and there is no authorization to modify, amplify or change them by
local coordinators, grievance, or grievance appeals committees.
The Local League Coordinators in conjunction with the Rules
Committee of the New Orleans Metropolitan Area Tennis Association (NOMATA)
shall have the authority to interpret the USTA League Tennis New Orleans
League Regulations. USTA League Tennis Regulations (National, Southern Section,
State, & New Orleans) are available at www.neworleanstennis.com
Printed below are the USTA New Orleans Regulations as authorized by
the USTA League Tennis National Regulations, USTA Southern Section
Regulations, and USTA Louisiana Regulations.
(Note: Paragraphs included
herein are numbered according to pertinent paragraphs of the 2007 USTA
League Tennis Regulations.)
1:00 GENERAL
1.02
APPLICABILITY. The
USTA LEAGUE TENNIS REGULATIONS shall apply to the USTA
League
Tennis Program.
The
RULES OF TENNIS and TOURNAMENT REGULATIONS shall apply to all matches
played
in
the USTA League Tennis Program except as modified herein.
In all matches played without
officials,
the USTA official publication “The Code” shall be observed.
The USTA Point Penalty
System
shall be used at all championship levels.
1.04
OFFICIAL LEAGUE REGISTRATION.
1.04A. Team
Registration Dates/Deadlines. Deadline
dates are published on League Timelines
on the NOMATA website www.neworleanstennis.com
104.A(1)Team Captains must attend a Local League Captains
Meeting, pay the local team
entry fee and register their team on TennisLink by the date
established by the local league
coordinator. Failure
to register a team by the established deadline date may result in the
team being declared ineligible for the USTA League Tennis Program.
1.04B Player
Registration Dates/Deadlines. Deadline
dates are published on League Timelines
on the NOMATA website www.neworleanstennis.com.

1.05 OFFICIAL SCORE REPORTING AND STANDINGS SYSTEM.
1.05A INCORRECT SCORES
Any Captain or Team Member maliciously recording
“INCORRECT” match scores or
any and all individuals deliberately recording or reporting altered
match results will be either
place on probation or suspension.
The latter being the likely penalty of such an act.
A verbal or
written complaint may
be submitted by any player to any Local League Coordinator and will be
addressed immediately.
1.09 AMENDMENTS. These
New Orleans Regulations may be amended by the Rules
Committee
of the New Orleans
Metropolitan Area Tennis Association.
1.14
REGISTRATION.
A
player’s name must be added to the amended roster (using TennisLink)
prior to the player’s
participation
in a team match. Players may
not be added to the team roster during local league
flight
playoffs or at any championship. (N.1.04)
1.14A
Local Fees & Financial Statement.
1.14A(1) The New
Orleans Metropolitan Area Tennis Association is are
responsible for
making available a financial statement (upon request) to the New
Orleans team captains at
the conclusion of each league year.
Any
fees paid to the local league coordinator, level coordinators, league
assistants, and/or
league secretary must be itemized on each league financial report.
Each league coordinator
must furnish the CTA with this financial statement.
114.A(2) The
2007 District & Local New Orleans league year enrollment fees are as
follows: $3.00
TennisLink fee will be added to all individual player fees.

LOCAL LEAGUE COORDINATORS.
Local league administrators who include Local
Coordinators
and Board of Directors of the New Orleans Metropolitan Area Tennis
Association are
responsible
for administrating and promoting the USTA League Tennis Programs in the
New Orleans
area.
1.20A
League Code of Ethics. All
league administrators will adhere to the USTA Southern
Section League Tennis Officials Code of Ethics

2.00 GRIEVANCE PROCEDURES
The Regulations in 2.00 GRIEVANCE PROCEDURES shall apply to all USTA
League Tennis Divisions.
All local league regulations will include the names of grievance and
grievance appeal committee
members and will be distributed to captains prior to the beginning of the
local league season. Distribution
via captain’s packet and/or websites is acceptable. Each state shall approve all Local and
State League Grievance and Grievance Appeal Committees.
2.02
GRIEVANCE COMPLAINTS
2.02A(3) Grievances
shall be handled by USTA League Tennis Grievance and Appeal
Committees at the appropriate level (i.e. Local, State, Sectional
or National). Grievance
actions
may be moved to the next higher organizational level for action, as
deemed necessary by the
appropriate governing body.
2.02C Local League
Procedures
All
local grievances, appeals and NTRP complaints and appeals will be
submitted to the local
league coordinator. The
local league coordinator will then forward the grievance, appeal or
NTRP complaint/appeal to the NOMATA Grievance Committee.
NOMATA has formed a
committee comprised of members from all of the New Orleans USTA
Leagues (Men, Women,
Seniors, and Mixed). See
2007 National, Southern, Louisiana USTA League Tennis Regulations
(2.00 GRIEVANCE PROCEDURES) for procedures that must be
followed to file local
grievances, appeals and NTRP complaints.
The Grievance/Appeal Committee members are
listed on the NOMATA website.
3:00 ADULT LEAGUE REGULATIONS
All USTA League Tennis Regulations, Southern Section Regulations,
Louisiana Regulations and
New Orleans Regulations in 1.00 GENERAL and 2.00 GRIEVANCE PROCEDURES and
the following
procedures shall apply to the USTA League Tennis—Adult Division.
3.01
LOCAL LEAGUE
The
majority of registered players for each team must reside in the State of
Louisiana and the
New
Orleans USTA League Tennis has the discretion to accept or deny
entry to teams of which the
majority
of the players are comprised of team members from another local league.
The New Orleans
USTA
League Tennis requires a 51% New Orleans Area membership to enter a team
into its league.
Teams
located outside the New Orleans Area that do not have a local league may
petition to play in
the
New Orleans USTA League Tennis. If
teams are granted entry, they must host at a facility located
within
the New Orleans area.
3.01B Team There is no limit to the number of players that appear
on a team roster in the New
Orleans USTA League Tennis.
3.01D Entry
3.01D(2) Players
who do not have a computer rating on file in TennisLink shall self-rate
in accordance with the National Tennis Rating Program (NTRP)
Guidelines and complete
the self rating process on TennisLink when registering for a team.
Failure to do so or
omission of information regarding a
player’s tennis history will subject the player, the
captain, and/or others who condoned inaccurate self-rating to
sanctions and
disqualifications.
3.01F Levels of Play. Levels offered in the New Orleans USTA Adult &
Senior Leagues Tennis
are:
2.0; 2.5; 3.0; 3.5; 4.0; 4.5 for Men & Women Divisions.
3.01F(1)

Adult Day Women………….Monday & Tuesday Mornings (no
earlier than 9:00 am)
Adult Night Women………. .Monday & Tuesday Evenings (no
earlier than 6:30 pm)
Adult Men…………………..Mondays & Wednesday Evenings
(no earlier than 6:30 pm)
3.01F(2) Split
Match Times.
When less than the required number of courts is available (5
Adult/3 Senior/3 Mixed/
3Combo) for a scheduled match, it is the host captain’s
prerogative to choose which
individual courts will occupy the earlier time slots.
All courts must be played at the same
location.
The host captain must contact the opposing captain with this
information no
later than Thursday before the next scheduled match.
Host captains are responsible for
assigning the court numbers of each individual team match.
3.01G Scoring and
Rest.
3.01G(1) Team Match
Format
Round Robin competition will be used with some NTRP levels
being divided into Divisions.
Some NTRP levels will play a single or double round robin.
A match consists of the best 2
of 3 sets (except for Adult & Senior Night Women, Day Senior
Women, and Men leagues
which will
play best of 2 sets and play the 10 point Match Tiebreak in lieu of a 3rd
set.
The Match tiebreak shall
be scored as 1-0 in TennisLink).

3.01G(2) Cell Phones
A ringing cell phone on the court, while a point is in
progress, is considered a hindrance
and becomes a loss of point. This
means if your cell phone rings during a point—you
lose the point.
3.01H Competition
Format.
3.01H(1)a Local Match
Scheduling
All
team captains declaring City Park or WOW as their home court will submit
court rental
fees to the Level or Local Coordinator as instructed, who will
schedule and reserve all team
host matches at that facility.
Scheduling will also be done for teams using their club courts,
but any court fees and court reservations will be handled between
the captain and the
respective club.
3.01H(2)a
Team Forfeits and Defaults
A team must have a
minimum of four eligible players
available for play in each match
or the entire match must be forfeited.
A team may forfeit a maximum of two positions in
a match (one for Seniors, Mixed, Combo) without forfeiting the
entire match. In such cases,
forfeits shall be determined by the team captain in accordance with
the following:
Singles. The No. 2 singles must be forfeited before the No. 1
singles.
Doubles. The
No. 3 doubles must be forfeited before the No. 2 doubles and the
No. 2 doubles must be forfeited before the No. 1 doubles.
If a team forfeits an entire match (plays less than 3 courts
Adult/2 Senior, Mixed, Combo)
for any reason during local league play, then all matches of that
team, played or to be
played shall be null and void.
If all teams in contention to advance have already played
the forfeiting team in good faith, the matches will stand as
played. A committee will
review any extenuating circumstances.
Additionally, the local league administrators
may impose sanctions against the captain and/or team members by
denying entry into
next year’s league program.
3.01H(4)
Team Lineups
Completed team lineups will be exchanged by the team captains
simultaneously five minutes
before match time. Substitutions
are allowed in team lineups after they have
have been exchanged if that individual match has not started and
default time has not
occurred. Substitutions
are allowed for injury, illness, disqualification, or no-show of a player
and when rain or inclement weather forces the cancellation and
rescheduling of a team match.
An individual match is started when the first ball is put in play.
Players in the New Orleans local league will observe a ten-minute
warm-up, which includes
serves.
Default is fifteen minutes after scheduled match time.
Ineligible Players: Failure
by the team captain to place a known ineligible player in either
the lowest singles or doubles position may result in the ineligible
player’s team losing any
individual doubles or singles matches won at the lower positions. The team captain who is
playing a known ineligible player must notify the opposing team
captain at the time team
line-ups are exchanged by indicating a forfeit in the affected
position.
3.01H(4)c Rain Delay & Rescheduling Matches
All matches will be played according to the schedule unless
facility closes.
Teams must wait one (1) hour (day teams) and one half hour
(night teams) to determine if
courts will become playable. Courts
must be playable by 10:00 am (day) “or” 7:00/split
match,
7:30/regular match (night). This
rule applies when teams arrive at a facility and it
has just stopped raining (court can be dried) or rain is so light
that it may stop raining
within a few minutes (and courts can be dried).
Do not exchange line-ups until courts are
playable. If rain
should occur during play, the same rule applies, and then play should
resume. If there is
a rainout, Host Captain must call local or level coordinator with
the rescheduled match date.
The host captain is responsible for rescheduling any canceled
and/or interrupted matches.
Canceled or interrupted matches must be completed within 2 weeks of
the original match
date. The host captain
must contact the guest captain 24 hours of rained out/interrupted
match and offer (3) possible make-up dates.
Guest captain has 48 hours to respond and
agree to a date. The
local or level coordinator should be notified of the rescheduled match
date.
If team
captains cannot agree on a date and time for a rescheduled match and
there
has been no attempt to play the match within the 14 days, the
league coordinator will
then choose a match time and location.
If the Coordinator chooses a date and time
for the rescheduled match and the match is not played due to a
conflict-the penalty
will be a default if one team cannot play the match or a double default if
neither team
can play the
match. ALL POINTS AWARDED FOR
FORFEITS DURING THE
ORIGINAL LINEUP WILL STAND. ANY
PLAYER INVOLVED IN SUCH
FORFEITS CANNOT PARTICIPATE IN A RESCHEDULED MATCH.
Substitutes are not allowed to the original lineup that results
in a player being moved to a
different position when rescheduling a team match due to rain or
inclement weather.
3.01H(4)dTeam Lineups
Two players will play
together in the higher position when both their partners do not show in
order to avoid two defaults.
3.02
PROGRESSION
3.02B Local League
Playoffs
The
local league coordinators will determine the format for the playoffs for
each NTRP level.
Any team qualifying to play in a Local League playoff that cannot
advance to the State
Championships level will forfeit their playoff position to the next
qualified team. Any first place
team that cannot compete in the local league playoffs will forfeit
their position to the second place
team. Any second place
team that cannot compete in the local league playoffs will forfeit their
position to the third place team. Playoffs are part of the local league season and count as a
match played for an individual player. All playoff formats and
dates must be on the respective
published schedule.
3.02B(4)
Local League Playoff Format
Guaranteed number of local league teams per level to advance to
State Tournaments are: 2-13
teams for 1, 14-20 for 2, 21 or more for 3.
One
Division Level -------- 1st place team advances to state
Two Division Level --------
1 vs 2 (of different divisions). The winners advance to state.
Seeding
will be determined by best record of the local season. When a
WILD CARD is available and 3
teams advance to state ----- 1 vs 1, seeding determined by best
record of the local season. 2 vs 2,
winner advances to state as the 3rd place team.
Three Division Level --- 1
vs 2 (of different divisions) The winners advance to state. Seeding
will
be determined by best record of the local season.
3.05

3.06
2.5 AND 5.0 REGULATIONS
All
USTA League Tennis Regulations in 1.00 GENERAL, 2.00 GRIEVANCE PROCEDURES
AND
3.00
ADULT LEAGUE REGULATIONS, with
the following exceptions, shall apply to the 2.0,2.5
and
5.0 level. Each team match
will consist of 1 singles and 2 doubles matches.
4.00 SENIOR LEAGUE REGULATIONS

Year-end Computer Ratings

4.05A(2) For two (2) consecutive years or until a new NTRP
computer rating is generated
for individuals 60 years of age prior to or during the championship
year.
5.00 MIXED DOUBLES LEAGUE
REGULATIONS
All USTA League Tennis Regulations in 1.00 GENERAL, 2.00 GRIEVANCE
PROCEDURES and
5.00 MIXED DOUBLES REGULATIONS shall apply to the USTA Mixed Doubles
League with the
modifications allowed to the New Orleans Local League listed below:
5.01
LOCAL LEAGUE
The

5.01D(5) Mixed
Doubles results will not be a part of generating a player’s year-end
rating
except for those players who play in the Mixed Doubles exclusively.
Players who play
exclusively in the Mixed Doubles Division and choose to participate
in the Adult and/or
Senior Divisions the next year must enter at their Mixed Doubles
Division year-end rating
or higher.
5.01E Levels of Play.
ADULT MIXED DOUBLES LEVELS Levels
offered in the New Orleans USTA Mixed
Doubles
League Tennis are: 5.0;
6.0; 7.0; 8.0; 9.0. A
player’s rating may be no more than 1.0 apart from
his/her partner (ie. A 3.0 player and a 4.0 player may play 7.0).
AdulSt must play in 2 matches to advance to State Championships
play.
SENIOR MIXED DOUBLES LEVELS
Senior levels in the New Orleans USTA Mixed Doubles
Senior League are: 5.0, 6.0,
7.0, 8.0. A
player’s rating may
be no more than 1.0 apart from his/her partner (ie. A 3.0 player and a 4.0
player may play 7.0).
Seniors may advance to State Championships with one match
instead of two matches.
If
there are no other senior mixed teams in their local league, senior teams
may play in the adult
mixed league to qualify for the senior championships.
5.01F(1) Days and

Doubles……… Monday, Tuesday, & Wednesday Evenings (no earlier
than 6:30 pm)
Senior

Substitutes are not allowed to the original lineup that results
in a player being moved to a
different position when rescheduling a team match due to rain or
inclement weather.

Two players will play together in the higher position when both of
their partners do not
show in order to avoid two defaults if possible

5.02B Local League
Playoffs
The local league coordinators will determine the format for the
playoffs for each NTRP level.
Any team qualifying to play in a Local League playoff that cannot
advance to the State
Championships level will forfeit their playoff position to the next
qualified team. Any first place
team that cannot compete in the local league playoffs will forfeit
their position to the second place
team. Any second place
team that cannot compete in the local league playoffs will forfeit their
position to the third place team.
Playoffs are part of the local league season and count as a
match played for an individual player. All playoff formats and
dates must be on the respective
published
schedule.
5.02B(4) Local League
Playoff Format
Guaranteed number of local league teams per level to advance to
State Tournaments are: 2-13
teams for 1, 14-20 for 2, 21 or more for 3.
One Division Level
-------- 1st place team advances to state
Two Division
Level ----- 1 vs 2 (of different divisions). The winners advance to
state. Seeding will be
determined by best record of the local season. When a WILD
CARD is available and 3 teams
advance to state ----- 1 vs 1, seeding determined by best record of
the local season. 2 vs 2, winner
advances to state as the 3rd place team.
Three Division Level --- 1 vs 2 (of different divisions) The winners
advance to state. Seeding will be
determined
by best record of the local season.

TEAM
CAPTAINS RESPONSIBILITIES
T The Team Captain will handle
the administrative affairs of the team and represent the team in all USTA
matters.
All teams must have
a Co Captain.
Must attend
the local captain’s meeting
Must notify
players on their team when computer ratings are available.
Collect all league fees and
submit fees by deadline date to local administrator
Provide tennis balls for all
host matches and assign court numbers
Read and familiarize themselves with all league and tennis regulations
and share
this information with their
t team members
